Thanks for the comment and sorry for the late response.
You are certainly right that some people will be more willing to take risks in a capitalist system under a rule of law. But these people are the ones who are capable of long term plans and actions. What my friend was referring to was the people who do not see beyond the short term and do not understand other forms of government are ultimately harmful.</description>

One thought on the natural human wish for security. Many people are much more willing to take risks in their personal and economic decisions if they have the assurance that the rules of the game remain stable so that their efforts will not be sideswiped by some politician&#039;s whim.
 Therefore, I&#039;d like to suggest that what makes Capitalism a stable system is the Rule of Law that is based on and protects the natural rights of human beings: Life, liberty and property. 
A Capitalist political and economic system has to have the Rule of Law in this capital-letter sense. 
This will provide as much stability as one can expect in any living system.</description>
